yes, this would be something that would have to be perfomed by a
sysadmin at UVA. we can prepare the data, but someone on UVA tech
staff would actually have to run the commands.

if you're using mailman to run the silence list, i find your statement
very hard to believe. maybe there are no tech resources that can be
devoted to this one time administrative task, or the priorities of the
department are differently aligned, or there's no one currently
employed who has the expertise to run the command: but if you are
using mailman to run the silence list, there are definitely ways to
achieve this end. [integrate old archives]
