[silence] Online Random Number Tools

This has the same pseudo-random number engine used in ic.exe that John Cage
and I used for all chance operations beginning mid-1984.

It's free to use although hopefully for anarchic and peaceful purposes only.

Comments, improvement requests and bug reports are welcome.
