That's from an interview he did called "Laughtears" for his  
Roaratorio. The interviewer was remarking that James Joyce's Finegans  
Wake will never be translated into German or French, when Cage said  
"I think more and more we need a language in the world which doesn't  
require translation, so that we can all learn to speak the same  
language."

The full interview is available on the Mode recording of John Cage's  
Roaratorio, which, though highly recommended, is probably OOP.
