[silence] Composers who use lots of silence

what exactly is meant by silence here?

simply rests or pauses in written music, or between sounds ... and/ 
or ... music that helps bring about a deeper understanding into the  
nature of silence? philip glass's early music used silence all the  
time, for instance, without any rests or pauses ... steve reich,  
lamonte young, alvin lucier, phil niblock ... constant sound  
skillfully crafted in such a way as to not be heard, but rather  
experienced ... this is also a form of silence, is it not?

what exactly is meant by silence here?
