Any idea why Cage decided not to use double basses, soprano flutes, and oboes in this work?

John Cage's Eighty was written in 1992, the year of Cage's 80th
birthday. Eighty is Cage's 5th largest Number Piece (after 108, 103,
101 and Eighty-Three [Twenty-Six with Twenty-Eight & Twenty-Nine]).
Eighty is scored for a large ensemble of strings [violins, violas and
cellos] and winds [alto flutes, english horns, clarinets and trumpets].
